Proprietor of ELROND Consulting; an Alliance of Independent Experts, a Consultancy in Construction Dispute Resolution and Personal Injury.  Proprietor of the Torr Forensic Partnership.  Consultant to Cameron Taylor Bedford, Consulting Civil and Structural Engineers.

A Consulting Engineer for almost forty years; responsible for design and contract administration of numerous commercial, industrial and residential developments. Projects range from dwellings to multi-storey blocks of flats; from hospitals to ship construction facilities; from office blocks to house surveys.  Experienced in the design of complex reinforced concrete structures, brick, blockwork, steel and timber; Health & Safety – safe working practices, manual handling and slips & trips. Planning Supervision, Accident Investigation, Adjudication and Expert Determination.

Graduated in 1960; Member of Institution of Civil Engineers in 1967; Member of the Society of American Military Engineers in 1969; Member of The Academy of Experts in 1991 (Member of Council since 1996, Secretary 1997/99, author of "Model Form of Report for Medical Experts"); and in 1992 a Fellow of the Institution of Civil Engineers and a Member of the Association of Consulting Engineers; Member of the Association of Planning Supervisors and a Member of the Society of Construction Law and a Founding member of the Society of Expert Witnesses; Fellow of the Association of Consulting Engineers in 1997 (Member of the ACE Legal & Liability Committee). A Founding Member of the Adjudication Society.  A Fellow of the Royal Society of Arts.

An experienced Expert Witness, Single Joint Expert, Adjudicator and Expert Determinator: a Member of the Panel of Adjudicators of The Academy of Experts, the Association of Consulting Engineers and the Institution of Civil Engineers and included in the Construction Industry Council Register of Adjudicators.

Expert Witness in cases involving accidents, failures, collapses, faults and subsidence, contractual disputes and professional negligence. Evidence given, since 1980, in the High Court, County Courts and the Official Referees Courts and in Arbitration.
