The Construction (Design and Management) Regulations, 1994, were produced in an endeavour to reduce accidents in the Construction Industry. 

The Regulations set out procedures to ensure that Employers, Designers and Contractors act to reduce the risks involved in constructing, maintaining and demolishing buildings. 

The role of the Planning Supervisor was created by the Regulations and his principal duties are: -

  •       Ensure that the HSE is notified of the Project

  •       Ensure co-operation between designers on Health and Safety issues. 

  •       Ensure that designers comply with their CDM duties.

  •       Ensure that a pre-tender Health & Safety Plan is prepared. 

  •       Advise the client when asked to do so. 

  •       Ensure that a Health & Safety file is prepared.

The client may also ask the Planning Supervisor to prepare the pre-tender Health & Safety Plan and the Health & Safety File and to give advice on: 

  •     The competence and adequacy of resources of any designers asked to prepare designs. 

  •     The competence and adequacy of resources of any Contractors used to carry out / manage construction  

  •     The suitability of the Health & Safety Plan prepared by the Contractor. 

James Torr successfully participated in a pilot scheme administered by the LDDC in 1994, prior to the implementation of the Regulations.

He undertook training in health and safety and related issues and gained accreditation as a practising Member of the Association of Planning Supervisors in 1995.

He has acted as Planning supervisor for the Dean & Chapter of Westminster Abbey, the Royal Borough of Kensington and Chelsea and numerous Commercial & Industrial Clients. 

He is the author of a Quality Assurance Procedure: Planning Supervision, which was accredited by the BSI in compliance with ISO 9001.
