Why?  The navigation for this website uses a JavaScript program.  If your computer is not enabled for this then you will not see the index on the left.  To enable JavaScript, right-click on the Internet Explorer icon and select Properties then click on the Security settings tab.  Towards the bottom you will see Scripting and Active scripting; make sure that the Enable circle is ticked.  For your convenience you can also browse this website using the links below; all pages will open in a new window so you will need to close them as you finish them.  Other pages not on the menu can also be accessed through the list below.
