Marinas

We are objecting to two applications to build marinas alongside canals at Lapworth and Lowsonford. These are large marinas, each for around 100 boats. With associated buildings they pose a serious threat to the character and oppenness of Green Belt fields (August 2010).


Playing Fields

We objected successfully to an application for a large playing field with a large amenities building to the east of Bericote Road, Blackdown. This was the first such application to the east of this road. The local authority refused permission and the applicant lodged an appeal (August 2010). We are pleased to report that the appeal was rejected.

Beausale. An application for change of use of land for British Romani gypsy families for 13 permanent pitches for mobile homes, 13 touring caravans for nomadic use only and 13 utility day rooms has been rejected by the council and enforcement action is being taken. The applicant has given notice of appeal.


Core Strategy

Warwick District Council has spent a great deal of effort developing a proposal for the Core Strategy for the Local Development Framework for the area in line with targets set by the Regionsl Strategy. Inititially the council asked for proposals from landowners and developers; these are shown in diagrammatic form in yellow and orange on the map below. The council then selected some of those sites as "preferred options" which are shown in orange. In early 2010 further sites were suggested by devlopers and these are shown in red.

The Coalition Government appears to have torn up the Regional Strategy. We await proposals from new Local Partnerships.

CPRE has severe reservations about all the proposals and especially those in the Green Belt to the north and west of Warwick and Leamington Spa.

Housing - Urban Sprawl Protest

Warwick Town Council organised a Protest Meeting in Warwick on Saturday 19th September. There is great concern about the housing numbers to be imposed on Warwick District and the proposals put forward to accommodate these houses.
Mark Sullivan, our Technical Secretary gave a very clear description of the issues as CPRE sees them.
A large contingent of people was protesting particularly about proposals for land to the south of Harbury Lane.

Housing - Regional Planning Review
In December 2007, the West Midlands Regional Assembly submitted revisions to the Regional Strategy proposing that 10,800 extra houses should be built in the district over 20 years – nearly a fifth as many houses again as there are in the whole of Warwick District now. But in October 2008, the Nathaniel Lichfield Report, commissioned by the Government, recommended between 15,800 and 20,800 new homes – an increase of up to a third in the number of houses in the district. There is room for only a minority of these within the existing towns. The great majority would have to be built on greenfield sites, many of them in the Green Belt, which is supposed to be protected from development.

The Examination in Public of the draft Regional Spatial Strategy was completed in June 2009 and the final report is awaited.

The Coalition Government has announced that the regional government office will be abolished and replaced by some form of Local Partnership. The current situation is therefore uncertain. (August 2010)

Stoneleigh Park - We remain concerned at proposals to develop this site for purposes other than activities relating to the promotion of agriculture. We raised our concerns at the public inquiry into the local plan but no change was made. We now know that the Royal Show in 2009 is the last one. We also hear that a major dairy show is moving from the site to the NEC. What is to be the future of Stoneleigh Park?

Warwick District Local Plan - The Plan was agreed in 2007. We appeared at 10 oral hearings and submitted about 40 written representations. The whole scheme is again under review as the Local Development Framework (LDF) is being prepared. We have submitted comments on the draft Core Strategy for the LDF. We anticipate that the existing Local Plan will be "saved" until the LDF is completed.
