CAPABILITY STATEMENT

General

The Materials Consultant covers materials selection, materials procurement assistance, test-house surveillance, site supervision, welding management, and offshore installation inspection; specifications, welding engineering, insulation, fire protection materials, corrosion engineering, fabrication control, failure analysis, fracture mechanics and capital/operating costs; management of development projects. Work for previous employers has included ICI acid vessels, BAA 747 hangars, SNS Algeria steel plant, BG Morecambe Bay gas platform hook-up, a subsea wellhead failure investigation, and Iraq Water Board pipeline; Total Alwyn B and BP SEForties structure, subsea bolting, risers and conductor tubing, duplex stainless steel piping, Agip Bouri single point mooring and FSO, and Nickel N06625 cladding; bronze, stainless steel and Nickel N04400 valve failures, and Titanium implants; Shell Gannet duplex stainless steel riser bundles, ships' systems evaluations, automatic NDE systems development, bronze and Titanium heat-exchanger systems, SPS Azerbaijan Piles, and ENRON Teeside pipeline; BP Bruce manifold, subsea control systems and umbilicals materials, Dabhol Power LNG insulation, OIEC South Pars gas refinery, Hellenic Petroleum subsea pipeline repair, and SADAF Chloralkali plant. Consultancy services have been provided to Kellogg Brown and Root (Dolphin Energy pipeline and BP Plutonio), JPKenny-Ionik Consulting (marketing and technical study reports), Aker-Kvaerner (tree valve materials), Granherne (AGIP-KCO Kashagan pipeline materials, Saipem UK (Dolphin flanges, Nexen Buzzard flexibles, Statoil SRI 13Cr spools) and InteTech for Technip (project management team for AGIP NC41 subsea development).

 Materials Selection and Corrosion Engineering

The Materials and Corrosion Consultant provides a comprehensive materials selection service for any stages of a project. Materials selection encompasses:-

·         selecting materials of construction, based upon the service requirements and cost, from the most straightforward to sophisticated alloys and high strength materials, including Aluminium and non-ferrous alloys, plastics, resin based composites, elastomers, timber, etc.

·         assessing corrosion rates and defining the requirements for inhibition, internal cathodic protection (CP) or corrosion resistant alloys

·         specifying speciality treatment and corrosion inhibition chemicals and defining the requirements for internal corrosion monitoring systems

·         reviewing the need for special materials resistant to warm or hot seawater, Hydrogen sulphide, or other fluids and corrosive agents capable of causing crevice, pitting or stress corrosion cracking

·         ensuring compatibility of materials with cathodic protection and other Hydrogen evolution processes

·         addressing low or high temperature materials requirements and relevant testing

·         selecting coatings (including erosion, insulation and fire protection) in conjunction with the CP associate as appropriate

·         advising on operational materials risks and risk management

Welding Engineering and Fabrication

The Welding and Fabrication Consultant's role includes:-

  • input to the design and construction of offshore structures, pipelines and chemical plants from preliminary design through to support of the construction site team.
  • advice during design on the weldability of materials, welding design, fracture toughness design criteria and the extent of post-weld heat treatment.
  • development of material and fabrication specifications
  • conducting technical bid assessments of manufacturers and fabricators.
  • technical audits of vendors or fabricators
  • review of vendors' or contractors' welding, fabrication and non-destructive testing documents
  • assignment to fabrication, construction and installation sites to co-ordinate fabrication activities.
  • assessment of failures and rectification and prevention strategies.

Cathodic Protection and CP Monitoring

Where required, the Consultancy will call in a Cathodic Protection associate, who designs and assesses cathodic protection systems including:-

  • cathodic protection systems for subsea systems, offshore pipelines, offshore structures and onshore pipelines and tanks and terminals
  • ensuring that compatible coatings are used
  • specifying and checking coatings before during and after application
  • selecting, specifying and checking cathodic protection monitoring systems and site surveys (CIPS, DVCG, routine testing)
  • supervising and checking the installation and commissioning of such systems.
  • advising on induced a.c. effects of pipelines co-located with overhead power transmission lines and creating a computer model of same for mitigation design purposes
  • advising on d.c. interaction with traction systems and neighbouring CP system

Contractual Notes

Commtech Associates Limited is an independent consulting contractor. The normal place of work for Commtech Associates Limited is at the above address or at the address of their associates; Commtech Associates Limited maintains a technical library and computer equipment for this purpose. However Commtech Associates Limited will visit clients' offices and sites for such meetings and for review of work in hand or confidential documents, and will carry out such work during these visits as may be required. All associates are consultants in their own right, and are not employees of Commtech Associates Ltd.

Commtech Associates Limited maintain the right to provide client-approved substitutes in place of any proposed consultant in case of non-availability or indisposition. There is no mutuality of obligations between the client and Commtech Associates Limited. Commtech Associates Limited will not be deemed to be the employees or agents of their clients. Commtech Associates Limited has £2M public liability/£10M employers' insurance but this excludes offshore work, oil and gas hands-on work including visits to installations and professional indemnity. It is assumed that clients will indemnify Commtech Associates Limited and vice-versa against any 3rd party or consequential claims not covered by their respective PL/Employees' insurance. Where required, for offshore work, oil and gas hands-on work including visits to installations, and for professional indemnity, Commtech Associates Limited would arrange a specific term insurance which would be chargeable to the client, unless the client carries such cover on Commtech Associates Limited behalf. Consultancy is invoiced monthly for payment within 30 days net of invoice date.

We are of course happy to work via clients' agencies - their fees on top of the quoted rates. We give notice, pursuant to Regulation 32 of the Conduct of Employment Agencies and Employment Businesses Regulations 2003 ("the Regulations") that both Commtech Associates Ltd and their associates do not wish the Regulations to apply to any of their engagements through any agency. All PAYE, NI, holiday, sickness and medical expenses are the sole responsibility of Commtech Associates Ltd and their associates. The applicable law for contract purposes shall be the Law of England. Confidentiality is of course an absolute rule for our work; any possible conflict of interest with any other client will be reported
