Planning for Telecommunications

The mobile industry has made great improvements in what they can do to disguise masts over the years - as the picture to the right illustrates. However, best-practice is by no means universal and Local Authorities continue to face problems.

These usually fall into three clearly defined categories: difficulties with legislation, visual amenity issues and public perception of risk. ECS provides clear and unbiased advice on these issues allowing Officers and Members to make informed decisions.

Legislation

Part 24 of the Town and Country Planning Act, together with Planning Policy Guidance Note 8 (PPG8) continue to be confusing to operators, Officers and Members. We work daily with this legislation and can help you to interpret it based on our own experience as well as the appeal decisions of numerous Planning Inspectors

Visual Amenity

Local Authorities are well qualified to decide on visual amenity issues but are often not aware of the range of options available to the operators. We help you in showing the range of options available in terms of siting and design.

Perception of Risk

We all encounter risks of various sorts in our lives each day. In fact, nothing can ever be shown to be 100% safe so what is the risk associated with mobile phone masts? Using the latest research findings from the World Health Organisation and other credible national and international sources, we can help explain how people's perception of risk is fuelled and how the planning system adopts a pragmatic approach to risk. We believe that it is this experience that allows us to give informed impartial advice.
