This paragraph is applicable to specifications and other documents that have been identified as establishing a baseline or will be entered into the developmental configuration of a specific Configuration Item (CSCI or HWCI), for example, design documentation, source code listings.
Specifications and documentation entered into a CSCI developmental configuration shall be corrected necessary, by means of either a change or revision. A change is accomplished by the issue of either a Change Request (CR) or a 'Problem/change Report' and attached change pages. A revision consists of a complete reissue of the entire document, all pages being identified by the same issue identifier. In general, corrections to only a small portion of a document should be accomplished by a change, whereas extensive corrections requiring revision occur when:
As a general rule, no more than five (5) Change reports shall be issued against a particular revision (or original issue); when the sixth modification or correction is required the outstanding changes should normally be incorporated in a revision of the document. All changes shall be reviewed and incorporated in the document prior to an internal review as defined in the specific development plan.
Changes to documentation shall be proposed by 'Change Reports' as defined by MIL-STD. Documentation sheets shall be changed by revision only. As required by the 'Configuration Management plan' a separate CR shall be submitted as an enclosure with a CP for each specification to be changed. CRs so submitted will be issued and incorporated only after approval of the CP and engineering change ordered. Change reports shall also be used to issue corrections to a specification unrelated to a CP.
A revision of a specification or document entered
into an internal developmental configuration is a reissue of a
complete specification or document and shall be prepared, processed,
issued, and identified in the same manner as the specification
or document it supersedes, except that the identification issue
shall be incremented.
