The primary purpose of the 'Human Engineering Program
Plan' is to define the organizations, schedules, activities, etc.,
to establish an engineering effort.
When applicable, human considerations shall be effectively integrated
into the design of an item. Objectives shall include balance of
system performance and cost of ownership by critical examination
of the capabilities and limitations of operators.
