Organizational Program Management Plan/Process.

Overview

The purpose of Organization Process Definition is to develop and maintain a usable set of process assets that improve process performance across the program and projects and provide a basis for cumulative, long-term benefits.

Organization Process Definition involves developing and maintaining the standard process, along with related process assets, such as descriptions of system/software life cycles, process tailoring guidelines and criteria, the SEMG process database, and a library of process-related documentation; commonly referred to as the ‘Project Standards’.

 

Program[1] Manager and Board Management shall:

1. Provide adequate resources and funding for developing and maintaining the standard process and related process assets.

The SEMG shall:

1. Develop and maintain an overall standard system engineering and software process and individual specialization processes;

2. Collect, review, and make available information related to the use of standard process and comprising processes by the programme and projects;

3. Require training for the individuals who develop and maintain the organization's standard process and related process assets in the performance of these activities;

4. Develop and maintain the standard system and software process(es) according to a documented procedure;

5. Document standard management process according to established organization standards;

6. Document and maintain descriptions of system and software life cycles that are approved for use by the programme and projects;

7. Develop and maintain guidelines and criteria for the tailoring of the standard system and software process;

8. Establish and maintain a system and software process database;

9. Establish and maintain a library of process-related documentation;

10. Make and use measurements to determine the status of process definition activities;

11. Have the quality assurance group conduct reviews or audits of the activities and work products for developing and maintaining the standard process(es) and related process assets and report the results;

The Program Management shall be responsible for implementing this policy.

The SEMG is responsible for maintaining this policy.

ORGANIZATION PROCESS FOCUS (OPF) POLICY

 

Organization Process Focus establishes SEMG responsibility for system process management activities that improve overall system/software process capability for the projects.

The Organization Process Focus goals are to ensure:

-              Program-level process development and improvement activities are planned;

-              Process development and improvement activities are co-ordinated.

The strengths and weaknesses of the system processes used are identified relative to a process standard.

Policy is:

-         Adequate resources, and budget, must be available to support Organization Process Focus activities;

-         The Software Management/Engineering Process Group (SEMG) is established and shall be responsible for co-ordinating the system/software process development and improvement activities.  The SEMG will consist of dedicated system/software engineering personnel along with project points of contact throughout the projects organization;

-         Process Improvement Plans (PIPs) shall be developed to address assessment findings and create an improvement methodology through a defined process with realistic schedules, proper plans, dedicated resources, and management oversight;

-         The Process Improvement Board (PIB) must provide configuration control functions for the Systems/Software Engineering Process (SSEP) and ensure all modifications/additions to the SSEP are evaluated in order to maintain value and integrity;

-         SEI "Best Practices" based software process assessments must be performed periodically;

-         Training must be provided across projects on the System/Software Management/Engineering Process (SSEP);

-         And, developer Senior Management must review the activities for process development and improvement on a periodic basis.

 

Software Engineering Management Group (SEMG) shall be responsible for maintaining this policy.

All applicable Managers shall be responsible for implementing this policy.


SEMG shall be responsible for the Software Management policy and will be responsible for the preparation of all the required management processes required to harmonize the development of system components CSCIs and HWCIs across the program.

The purpose of the Organizational Program Management Plan/Process” is to satisfy the SW Management Policy.  This process will be as required by ISO/IEC 15288, ISO/IEC 12207/ MIL-STD-498, and the SEI/CMM “Best Practices”.
