During the concept phase of a program or project
a 'Program Plan' shall be prepared to identify, state the intended
purpose and provide a brief introduction of the projected system.
It shall be maintained (updated) during the system life cycle
to provide an executive view or policy of the systems management.
The objective of the 'Project Plan' shall be to provide:
This 'Program Plan' shall be prepared and maintained from project inception to production. It shall be distributed to all relevant contractors and suppliers to establish the project objectives as a statement of policy, i.e., to instill the culture of "we are doing this because this plan says so".
