Systems Engineering Management is defined as part of the Engineering Management System and shall operate on conceptual levels from the managing agency, prime contractor, to the suppliers.
Systems Engineering shall be responsible for the management of the design, development, test, certification and evaluation tasks required to progress from an operational need to the deployment and operation of the system by the user.
The Systems Engineering Management described in this document shall be implemented by specifically designated groups within Industry, who shall maintain it and ensure its correct operation.
The Systems Engineering Management Group shall co-ordinate any of the activities of corresponding systems engineering groups within the participating companies who shall be responsible for their system or subsystem design responsible activities.

The Systems Engineering Management Process group (SEMG) shall be responsible for the preparation and maintenance of the overall project plans, standards, and procedures required in accordance with the contractual design requirements specification and defined within a Statement of Work' (SOW) document. These comprise of this SEMP, the 'Configuration Management Plan', 'Documentation Standard' and their supporting standardization documentation as required by the contract.
The aim of this suite of standards, plans and procedures is to ensure that a common approach to the management and control of all systems and subsystems and their supporting services being produced or utilized for the project are followed.
The hierarchical order between the previously mentioned documents shall be as follows. The SEMP is the top-level document that addresses all engineering topics during the total system life cycle. The SEMP has been prepared in conjunction with a 'Documentation Standard' and a 'Configuration Management Plan' to create the basis for an integrated project management system.
The SEMG shall be responsible for the control, maintenance and correct application of the SEMP and its supporting and associate documents throughout the system life cycle.
