3.11 Work authorization.

Organizational elements responsible for the technical program effort shall be identified and lines of communication defined for control of resources and accomplishment of specific elements of the CWBS/SOW.
Detailed work authorization (work orders/directives) shall be compatible with the cost/schedule control system and shall include technical measures of task accomplishment.
The Statement of Work (SOW) shall contain the specific allocation of work to each participating company together with the technical measures of task accomplishment.
Details of Work Authorization shall be contained in the Statement of Work(s) for the Development and Production Phases.
When a supplier has not been design approved, the contractor shall either incorporate the design of the sub-contracted items (other than standard parts) in his own drawings or ensure that the sub-contractor conforms to this plan.
Before placing a sub-contract for any significant design and development work the acquirer or his agent shall be informed of the name of the sub-contractor, the nature of the work and the technical requirements.

3.11.1 Designs using acquirer furnished equipment.

The design of furnished equipment shall not be altered without the owners authority. If any doubt about the design suitability of any item or has proposals for design changes the owner shall be informed at the earliest opportunity.
The developer shall ensure that the design of the installation using furnished equipment is in accordance with the specific requirements of such equipment.
