System Engineering Management Plan
Section 3.13 - Model Text
- 3.13.1 Certificate of
design.
- Certificate of design is required to identify
the extent to which the requirements of the system specification
have been achieved in accordance with the contractual requirements.
- 3.13.1.1 Requirements.
- A 'Certification of Design' shall be completed
for either delivery to evaluation trials or at establishment of
a production baseline:
Certificates of design shall be supported by:
- a master record index (MRI) or equivalent drawing
list appropriate to the method;
- a list of reports on all tests conducted to show
compliance with the system specification;
- a list of subsidiary certificates of design agreed
by the Design Authority for material and developed by other companies
and incorporated in the design;
- specific evidence of structural integrity.
- 3.13.1.1.1 Master record index.
- The standard of design of materiel (hardware
or software) is defined by reference to a master set of drawings,
specifications, version compatibility matrix, test reports, etc.
The purpose of the MRI shall be as follows:
- provide references to the data for the manufacture
of approved versions of the equipment or parts thereof;
- provide references to the data for the manufacture
of handling equipment, special tools, special-to-type test equipment
and packaging;
- list of furnished equipment;
- record design changes.
- 3.13.1.1.2 System/subsystem specification
compliance.
- The System/subsystem specification compliance
shall identify all tests performed which provide documentation
evidence of SSS requirements compliance. Compliance checks shall
be performed to the standards requirement. For computer software
a compliance statement shall be provided in the form of 'Accomplishment
Summary' documents or the equivalent.
- 3.13.1.1.3 Sub-contracted design certificates.
- A list shall be prepared of sub-contracted design
work approval.
- 3.13.1.2 Submission and acceptance.
- The 'Certificate of Design' and its supporting
documentation shall be submitted to the customer for acceptance
before establishment of the Production Baseline.
Distribution of the Certification of Design is a prerequisite
to the authority for commencement of end-item delivery.
- 3.13.1.3 Bringing the design under acquirer
control.
- When the design is accepted, that is, establishment
of the production baseline, a control board (Modification) shall
be established to control the design and 'Master Record Index'.
After establishment of the production baseline changes shall be
processed in accordance with the 'Configuration Management Plan'.
