System Engineering Management Plan
Section 4.9 - Model Text
The system engineering process shall generate system
and configuration item specifications in accordance with the requirements
of MIL-STD-499, MIL-STD-970, and DEF STAN 05-28. This specification
effort shall be compatible with the 'Configuration Management
Plan' (CMP). Specifications shall be prepared in accordance with
the requirements contained in the 'Documentation Standard' and
the appropriate example model text.
These specifications shall as a minimum comprise:
- System/subsystem specification(s)
- HWCI development specifications
- CSCI software requirements specifications
- CSCI Interface requirements specifications
- CSCI product specifications
- HWCI product specifications
- TRDs and/or Product Acceptance Specifications
(Performance and Detailed Specifications i.a.w. MIL-STD-961D
shall be produced when identified).
- After initial release of a specification establishing
any of the baselines or program plans, changes shall be controlled
using the procedures detailed in the 'Configuration Management
Plan'. Subsequent changes to each specification shall be formally
approved using the change procedures defined in the 'Documentation
Standard' and change shall be controlled by the CMP. These changes
shall be documented and made a part of the specification (incorporated).
Specifications and documentation entered into an internal developmental
configuration shall be corrected or updated when necessary, by
means of either a change or revision. The procedure for change
and revision shall be detailed in the 'Documentation Standard'
for the project.
- The cover page of the specification (or of each
part of a configuration item specification) for a system/configuration
item, i.e., as identified on the contract deliverable item list
(CDRL) shall provide for an approval signature by a responsible
person of the acquirer (customer). Authentication by the acquirer
shall be accomplished on that issue of the specification which
is the contractual requirement for the baseline which the particular
specification defines. Changes to the specification subsequent
to authentication by acquirer and its contractual incorporation
shall be accomplished in accordance with the 'Configuration Management
Plan'.
- Each CI specification shall contain a release
signature indicating that the document has been reviewed and is
suitable for its intended use. In addition, each such specification
shall be submitted to the acquirer for an approval signature.
Approval by the acquirer will normally be accomplished on the
issue of the specification submitted for a baseline. Completion
of the release and approval activities indicates mutual acceptance
by the acquirer and contractor.
Revisions to these specifications shall require the same approval
and authorization as the original document. Changes will always
be via the methods and procedures defined in the 'Configuration
Management Plan'.
