SOW/CDRL Preparation Procedures.

Overview .

The Statement of Work (SOW) defines all work performance requirements for developer or subcontractor effort.  The SOW shall become the standard for measuring developer performance and shall consider the contractual and legal implications during its preparation.

The SOW shall clearly define the work to be performed, since the language detailing developer’s efforts may be pertinent to legal questions concerning the scope of work.  A SOW shall be prepared by the acquirer and prime developer to specify the work effort to developers or subcontractors.

This standard software management procedure for preparing a software SOW will be used in conjunction with the "Software Management Project Planning", MIL-STD-498, and its supporting “Overview and Tailoring” and “Application and Reference” Guidebooks.  However, ISO/IEC 12207/MIL-STD-498 shall take precedence when any conflict occurs.
