The 'Software Project Planning Process' document shall:
Describes the core management planning process for developing software for the specific program(me) or project;
Define the initiation of a software project and identify all the necessary plans, processes, procedures, etc., required to successfully manage and control the development and maintenance of the software to a common standard or implementation;
SEMG shall be responsible for the Software Management policy and will be responsible for the preparation of all the required management processes required to harmonize the development of CSCIs and comprising software across the program.
The purpose of the Software Project Planning Process” is to satisfy the SW Management Policy as defined in the “Organizational Program Management Plan/Process” document for the software projects. This process will be in accordance with the requirements of ISO/IEC 15288, ISO/IEC 12207/ MIL-STD-498, and the SEI/CMM “Best Practices”.
This document provides the standard process for software Project planning of software to be developed by the projects.
The purpose of the Software Project Planning process (SPPP) is to satisfy the requirements of Software Management Policy for projects, ISO/IEC 12207/MIL-STD-498, and the SEI “Best Practices”. Updates and improvements to this process will be made as comments are received from the users. The flow diagram of this process is shown in Figure 1. The SPPP process requires the use of several other processes, included in the Requirements Management Handbook, the Software Estimation Manual, the Joint Technical and Management Review procedure, the Organizational Programme Management Plan, the Software Configuration Management Plan, the Software Project Tracking and Oversight process, the Software Product Evaluation Plan, the Software Development Environment Manual, the Software Quality Assurance Plan, and other process documents as required.
All appropriate "Project Standards", as identified/outlined in this document, shall be maintained and managed under SMG configuration control.
This SPPP process document will act as a “sign post” or “road map” by defining the core software Project planning process and referencing the other supporting processes as required by ISO/IEC 12207/MIL-STD-498.
In order to use ISO/IEC 12207/MIL-STD-498 standards effectively all parties involved in the software acquisition, development, and support need to understand the principles that underlie the standards. The MIL-STD-498 Guidebooks “Overview and Tailoring” and “Application and Reference” shall be used in the application and understanding of ISO/IEC 12207/MIL-STD-498.
SMG will maintain this SPPP document. Users of this document may report deficiencies and or corrections using the format provided by the attached Document Change Request (DCR) form. SMG shall configuration manage this data as part of the software process improvements of the SPPP.
