A 'System Security Engineering Management Plan' shall be prepared to minimize and contain system vulnerabilities to known or postulated security threats. The purpose of the 'System Security Engineering Program Plan' is to establish definitive guidance in the initial acquisition or modification of new or existing systems, equipment, and facilities to analyses security design and engineering vulnerabilities.
