'Threshold of possibility'

The concept of the 'threshold of possibility' is that a project must always be at the point of making the impossible, possible (oscillating between what can and cannot be achieved). The technical effort shall be always probing to produce smarter, cheaper, or more effective products.
In essence the PMS should aim to enable the control and management of 'complexity' and with increasing confidence of reducing risks.
This will be evident in time by the confidence in the management system allowing a greater time to be allocated to exploring more product options rather than being concerned about the management system.

Use of this concept should produce more optimized systems.

Can anyone amplify?
