CONSULAR INFORMATION BULLETIN NO. 02, SERIES, 2001

 

PROCEDURES FOR LEGALIZATION OF DOCUMENTS TO BE USED IN THE PHILIPPINES

A.  There are two ways for the legalization of documents to be used in the Philippines:

1.  In Person

The applicant must appear before a consular official and affix his/her signature on the document.  The applicant must bring:  (a)  valid passport; and (b) pay a fee of £18.00* in cash or British postal money order payable to the Philippine Embassy.

2. By Post:

All public documents sent by post to the Embassy that will be used in the Philippines must be notarized by a notary public or Commissioner of Oath.  The signature of the notary public or Commissioner of Oath must be legalized by the Foreign and Commonwealth Office (FCO).  FCO’s address is Old Admiralty Building, Whitehall, London SW1A 2LG; TEL. NO. 020-70081111; and Fax no. 020-70081010.  The authentication fee is £18.00*in cash or in British postal money order payable to the Philippine Embassy.

B. CONSULAR DOCUMENTS:

1. FA Form 53 is required for shipments of food and drug products
2. FA Form 54 is required for insecticides, paris greens, lead, arsenates, or fungicides, irrespective of value.
3. Consular fee is £18.00* in cash or in British postal money order

C.  CERTIFICATE OF NON-AVAILABILITY:

1. If no Philippine flag-vessel is in the UK to transport the product, exporters must complete a waiver application form (FBCCC NO. 1) from the Consular Section of the Philippine Embassy.  The application for certificate of non-availability of Philippine-flagged vessel must then be secured from Aramar Agencies (London) Ltd., 2nd Floor, No. 18 Buckingham Gate, London SW1 6LB (Tel. 020-7932-9685, fax no. 020- 7931-9387).  Form FBCCC No. 1, Certificate of non-availability, copy of the invoice, bill of lading or airway bill and letter of credit must be sent to the Legalization Section of the Embassy.  Consular fee is £36.00 in cash or British postal money order payable to the Philippine Embassy.

2. Air freight shipments to agencies or corporations of the Philippine government and organizations enjoying tax exemptions, will require a certification from the Consular Section of the Embassy that there is no Philippine-flagged carrier.  Exporters must complete a waiver appliction form (FBCCC no. 1) fromt he Consular Section of the Philippine Embassy and must submit sales invoice, bill of lading or airway bill and letter of credit.  Consular fee is £36.00 in cash or British postal money order payable to the Philippine Embassy.
