 Sherfield English Parish Plan 

 

A SECOND  ISSUE OF THE PARISH PLAN HAS NOW BEEN PUBLISHED

The Second Issue was published in December 2008, in printed form for the first time. Copies are available on request from any Parish Councillor, or from John Hartley, the Plan Coordinator. See the Parish Council page for contact details. We will also be making them available from the Post Office. It is available as a PDF file for download  - see link on the left.

The first issue of the Parish Plan was formally adopted by the Parish Council on 27 June 2007, following an extended consultation stage, which included distribution of a 6 page Summary to all households in the Parish. The second issue follows external review by TVBC and others, and includes new appendices on village groups and businesses

The Plan anticipates a series of Action Plans for specific areas of interest. These already exist for 'Sports & Leisure' and 'Environmental Issues', with the Plan simply recognising the continuing roles of SERP (SE Recreation Project) and SEEP (SE Environmental Protection) and their respective committees.  Details of SERP and SEEP are on the Groups page.

The next Action Plan under development is for Roads and Footpaths, and a draft of this was approved in November 2007. The actions includes improvements and extensions to footpaths, speed limit changes and safety improvements around the junctions. A copy of this Action Plan will be published later in the year.

Two years in the making: It started at the Annual Parish Meeting in May 2005. The Parish Council Chairman announced the formal start of the Parish Plan project, with a target of delivering a first draft within a year.  A draft outline for the Plan was duly presented at the May 2006 Annual Meeting, and this was approved after consultation in July 2006.

After further extensive consultation, including with TVBC's Head of Planning Policy, a first draft of the full plan was presented to the Parish Council on 7th March 2007.  Further text and a number of illustrations were added in the following 2 months, and at the Annual Parish Meeting on 9 May 2007 the full draft was approved for publication.

This subsequently became the definitive Plan, with no further changes.

The Plan is a live document, which means it will be under regular review. Updates will be published annually, or as appropriate to changing circumstances.

BACKGROUND

The collection of questionnaire forms for the Parish Plan was completed in October 2005, with 121 households (out of about 200) responding. The overall response rate was well above average for Parish Plans.

The objectives for the Plan are to coordinate the aspirations of everyone in the parish, and give us greater influence with the decision-making bodies,Test Valley Borough Council and Hampshire County Council.  

 Open Forums:
Everyone in the village is encouraged to attend the Open Forums, which are held at the beginning of every Parish Council meeting. These are held approximately every 6 weeks on a Wednesday at 7.30pm.  Dates are advertised in the SEDCA newsletter, and are posted on the 'What's On' page of this web site.

Parish Plans are now part of local government policy, with a formal procedure for Borough Councils to incorporate appropriate aspects of them into planning policy. Borough Councillors make the final decision.
 

 

WHAT MATTERS IN A PARISH PLAN?

The first task for the Parish Plan was to establish its authority. Some of that came from hard facts and recognised professional opinion, but by far the most important and basic kind of authority for the Plan was the involvement of the whole village.

The most important way of achieving this collective authority was the questionnaire, which was distributed in September and October 2005.

 

The Plan gives us a real chance to influence Borough and County Policy on such issues as housing development, roads, funding for facilities, mineral extraction, services, conservation measures, and anything else within their remit.  It means we won't have to struggle quite so hard for common sense things, or find ourselves stuck in perpetual protest.  With the authority of the whole village behind it, this Plan can, and will, influence the detail of County and Borough policies.

The Parish Plan has something to say on vital issues like housing, and we therefore took a lot of trouble to make sure it had the views of the whole village behind it.

 

The topics covered in the questionnaire were set in consultation with all the community groups in the village - SERP, SEEP, SEDCA and the WI, plus input from the Open Forums held by the Parish Council in May and June 2005.
