Even if you only spill a small drip of concentrated chemical you are obliged to clean up. It does not matter whether the spill is on a concrete yard or an area of soil or grass, it is a deliberate act of pollution if every drop is not removed.  You need to be able to show that you can completely prevent pollution of the filling area and that you have a credible means of keeping it absolutely clean.
